Solar Rebate Incentive Tiers

CPS Energy has allocated additional $15M in solar rebates starting April 19, 2017. The funds are allocated $9M for Residential and $6M for Commercial.

The rebate incentive is up to $0.70/AC Watt for systems that use locally-manufactured components.

  • $0.60/AC Watt base incentive
  • $0.08/AC Watt premium for local modules
  • $0.02/AC Watt premium for local inverters

The current rebate limits of $25,000 for residential projects and $80,000 for commercial remain in place. Rebates are also capped at 50% of project cost.

The rebate for non-local installers is reduced to 75% of the local installer rebate amount, starting at $0.45 per ac watt, applicable to both residential and commercial projects.

 

CPS Energy guidelines and rebate levels are subject to change without notice, and CPS Energy reserves the right to refuse any application/request for incentive payment that does not meet CPS Energy requirements.

 

The following outlines the guidelines for obtaining and maintaining a “registered” status. Please review and send correspondence to cpsesolar@cpsenergy.com if you have questions or wish to obtain this status.

The following requirements must be met for a contractor to obtain this status:

Solar Water Heater Installation:

  • Must possess or be operating under a plumbing contractor’s license
  • Must be registered with the City of San Antonio as a plumbing contractor
  • Must be certified by the North American Board of Certified Energy Practitioners (NABCEP) as a Solar Heating Installer
  • Must be bonded and insured
  • Provide list of references for completed solar water heater installations (include contact information, system information, and photos)
  • Provide copies of all related certifications and training
  • Meet with the program administration for review of documentation and program processes
  • Must remain in good standing with CPS Energy

Solar (PV) System Installation:

  • Must possess or be operating under an electrical contractor’s license
  • Must be registered with the City of San Antonio as an electrical contractor
  • Must be certified by the North American Board of Certified Energy Practitioners (NABCEP) as a Solar (PV) Installer
  • Must be bonded and insured
  • Provide list of references for completed solar (PV) installations >1kW (include contact information, system information, and photos)
  • Provide copies of all related certifications and training
  • Meet with the program administration for review of documentation and program processes
  • Must remain in good standing with CPS Energy

Failure to adhere to the following requirements may result in removal of this status:

  • Act consistently with the requirements for placement on the list
  • Advertise/sell in an honest manner
  • Failure to address warranty claims in a reasonable time. 48Hr. for local installers 7 days for non-local installers
  • Inform the program administration immediately of any failure to meet the requirements for becoming a Registered Solar Contractor
  • Promptly return a completed Solar Rebate Program – Registered Contractor Information Update Form on or before February 1 of each year AND July 1 of each year
  • Comply with the Solar Rebate Program Terms & Conditions
  • Follow the Solar Rebate Program Application Procedures
  • Must not misrepresent the Registered Contractor status and title as being “endorsed” or “approved” by CPS Energy, nor does it provide permission to refer to CPS Energy in the advertising of contractor’s services or products
  • Comply with all applicable federal, state, and local laws, regulations, codes, & standards
  • Be in good standing with public consumer protection entities (e.g. Better Business Bureau)
  • Be in good standing with customers (no reports of program misrepresentation, fraud, poor workmanship, etc.)

Removal of this status is accomplished by the following process:

  • The program administration will notify the contractor via email of their pending removal from the list, along with the reasons.
  • The contractor must reply to this email within five business days with proof that the reasons have been resolved, or with a resolution proposal.
  • If this response is not received within five business days, or if the resolution proposal is deemed inadequate, the contractor will be removed from the list on the sixth business day.
  • If the proposal is deemed adequate, the contractor must provide proof that the resolutions were implemented within the time period proposed. If not, the contractor will be removed from the list by following business day.
  • Removal from the list will result in the contractor not being eligible to receive rebate funds for any projects, including those already in progress.
  • Malicious or deceitful behavior or practices may warrant immediate revocation of status as a     registered contractor
  • CPS Energy has sole discretion at any time for any reason to retract a contractor’s eligibility to offer solar rebates through the CPS Energy solar rebate program.

A contractor that has been removed from this status may apply for reinstatement in accordance with the following process:

  • Email cpsesolar@cpsenergy.com a detailed description of the measures that have been taken to remedy the reason(s) that resulted in removal from the list and provide proof that they are completed
  • Demonstrate that any customer complaints were resolved.

  • If applicable, provide proof that a reasonable offer to resolve the customer’s complaint was made to the customer.
